Test-first isn't about coverage. It's about defining 'done'. A writable test means you know what to build; a failing test means you haven't done it; a passing test means you have. Every step makes state observable.
After you finish
Finish a cycle, return to Red and write the next test. The output of test-first isn't tests — it's the ability to split a fuzzy requirement into N small cycles.
